One quick follow-up, while it looks like all SmarTrip cards use 13.56
MHz, there may be/have been a transition between old SmarTrip Cubic
GO CARDs that were not ISO 14443 B compliant:

"Cubic's primary contactless product is proprietary, operating on the
same frequency as the international ISO 14443 standards. The Go Card
uses an 8% NRZ ASK modulation scheme for transmission at 13.56 MHz,
and a ASK-NRZ load modulation scheme for transmission from the smart
card. This format is described International Application Number
PCT/US92/08892 and WO 93/09516, titled "Non-contact Automatic Fare
Collection System", filed Oct. 19, 1992."
But now WMATA are putting multi-standard readers in:

"Cubic will also upgrade WMATAs fare collection infrastructure with
its patented Tri-Reader, which can process contactless smart cards
meeting ISO 14443. This will allow WMATA to select from a wider

collaborative relationships with smart card issuers from both the
public and private sectors."
