I can offer a wireless mic system (including up to 4 lav mics and two wireless shotgun mics - or a combo up to 4 channels) and a one camera HD setup.  HDV to keep it simple, but I can capture uncompressed for the best qulaity (overkill here, I think).

Live webcasting seems overkill. How about just shooting the presentation?

You would need some kind of proscenium setup if you don't want to do a 
two-camera shoot, a nice microphone setup (wireless would be ideal), 
edit the final if needed, digitize a compressed version and post it on 
an available channel. HacDC.org is running on MediaWiki? 'cause I think 
it manages videopodcasting via RSS out of the box.
