[dorkbotdc-blabber] DTV Coupon program is broke

[Dorkbot DC]

There are people out there that cannot do much else because of physical, 
cognitive, or social issues. TV is a necessary resource to keep these 
folks somewhat connected to village life, not to mention emergency 
bulletins. TV can be a vast wasteland, especially for those of us with 
large swaths of information forage. Not everyone is so lucky and it's 
these folks who can wrest a higher quality of life from this wasteland.
