The very first question you should be asking is: who are the target
users going to be? Start from there and move forward. If you ask a
bunch of developers what a perfect IDE looks like, you'll get a very,
very different answer from asking a similar question of a bunch of
artists (the question will necessarily be different since the users
likely don't even know what an IDE is nor why they should want to use
one).
