How about a pair of scrolls (this kind of scroll:
http://www.artlex.com/ArtLex/p/images/parchment_blnk.scroll.lg.gif) with
reflective tape on it.  Then you'd "just" scroll up and down to the number
you'd need.  A couple of motors/servos on the ends could get it done.  Seems
like you could make it pretty light and flexible.
