There are some guys who are trying to do this.  It's called Watershed, 
and it's located at 5040 SE Milwaukie (no location will make everyone 
happy, but that's pretty damn close to downtown).  They have a huge 
building, much of which they're subleasing as small studios to artists.  
There is a lot of space.

They currently have a small wood shop and they're working on a metal 
shop.  Last I heard, they were asking $50/month for access.  They're 
also working on a video editing area.  They've wanted to do other shops 
too, even electronics has been mentioned.... but needs some people who 
want to make it happen.  Last time I was there, the wood shop (called 
"toolshed") was the only shop in a usable state.  Much like the 
collective you're thinking of, they have the space but need more people 
and money for the "self-constituted" part....

They have an open BBQ every Tuesday night.  I've been meaning to go by 
there, but tonight I'm going to the Techshop thing, despite the long 
drive.  Maybe next Tuesday?
