Welcome! Hope you'll be able to make it to a meeting when classes let
up.
Seconding Ben, look at the TVBGone source code. It's all C, and very
accessible if you're familiar with AVR C programming. It should be
pretty portable to other AVR chips.
You'll need to convert from that Pronto Hex format to the internal
format that TV-B-Gone uses. Looks like http://www.remotecentral.com/features/irdisp2.htm
might be some help there.
Also, look at:
