Advanced Circuits does a nice job:

I've used their "3 for $33/each" before, since I wanted a two-sided,
silkscreened and solder-masked board. But they do have lower-priced
options for the types of boards you describe. Looks like their
"BareBones" offering will get you 24 boards shipped in one day for
$65.52 (plus shipping). Advanced Circuits also has a nice DRC for
finding problems with your Gerber files before you manufacture.

SparkFun has a pooling service that will get you inexpensive boards
from China. I haven't used it personally.

Disregarding the energy/environmental issues with fabricating boards
halfway around the world, it seems like a good deal.
