Sunstone might be worth looking into.  They do not care if you place 
multiple copies of the same design on your board.  They make the board 
in one day!  If you're in a real hurry, you can drive out there and pick 
them up, or just wait 1 more day for delivery.  They recently raised 
their prices, so it may or may not work out.

You could make a 1.75 by 5 inch board (4 copies), which would be 8.75 
square inches and qualify for their lowest prices.  Their prices don't 
make a lot of sense to me.  6 boards costs $145 which will give you the 
24 you need, and for $2 more you can get 8, but then there's a big jump 
going from 8 to 10.  Strange.

I have used Sunstone many times (though before the recently price 
increase) and they are very fast and reliable.


Another option would be Gold Phoenix, in China.  For about $100 (plus 
shipping??), you can get a whole panel which is about 2 to 3 times the 
size you need.  Here's the info:

There is no electrical test and they mention a 15% fail rate, but it 
looks like they are willing to panelize for you if it's only one design 
on the board, and they'll do V-scoring so you can easily break the 
boards apart.

If you try Gold Phoenix, I'd be really curious to hear how it goes.  
I've never tried them, but might someday.
