Toner Transfer Paper:

Ferric Chloride or Ammonium Persulphate :

I _really_ like using a laminator like the GBC H110 from office depot
or you can use a hobby iron likke Don does.
as far as pcb material goes look on Ebay for "FR4" and you can find some
super cheap stuff.
