It might not be the least expensive, but http://www.speakeasy.net is really
the way to go.  Right down in belltown, and the support is great if you ever
need it.  They don't filter or restrict your activities in any way; you can
get static IP's if you want them (e.g. if you want to run a server); and
they'll even let you share your connection with your neighbors to share the
cost.  The idea is that your just buying bandwidth, and they don't care what
you do with it, unlike most other ISP's.
