Subject: [jsyn] new JSyn DLL support ASIO, for licensed developers

A new JSyn DLL that links dynamically with PortAudio has been released. 
This allows registered JSyn developers to use the latest PortAudio 
library with JSyn. A precompiled DLL with WMME and ASIO support is included.

I fixed a problem in PortAudio that caused ASIO drivers to not load 
properly if PortAudio was called from more than one thread. An example 
would be in TJ_Devices.java where the devices were sniffed in the 
startup thread and the audio stream was started in a GUI thread.
