TI DSPs are good for telecom but questionable on high quality audio
because they truncate and do not round. (might change in the future, though)

PC-EYE1 (DSP56301 PCI board) plus Add-EYE from DSPecialists should be a good
choice. Since I am working for that company I rather let you build your own
