First of all, DirectX creates a "wrapper" for a MME driver under 9x
even if the card does not have a "true" directX driver.
Seconf of all, there are DirectX redistributable files for Window 95.
Afaik, it come with DirectX 5, which is already enough for sound output
(it might lack those 3D aural things), and, to the best of my knowledge,
you can install even DX8, the latest, on Windows 95.
So,

Yes it can! :)
More to this, Micorosft recommends to use DirectX with WDM drivers, as
you can get better performance with it.
