[music-dsp] Real Time Pitch Scaling?

RBC voice tweaker (http://www.rbcaudio.com/) does a decent job of this,
though I do notice enough latency (10-20ms?) to throw off a live vocalist at
times. This is on an Athlon 1200 running Sonar with an M Audio Delta 66 set
to 4ms buffers.
