Steinberg have done something like that. They've licensed technology from
IVL for their Voice Machine VST plug-in. It really rocks!
It can transpose (vocal and not) sample to the different tone base
frequencies and you can drive the bass frequency by MIDI. It supports up to
4 voices at the time.

Excuse me for non-technical aspect of problem...
