What controller? MIDI allows the pitch bend range to be set by the user
using RPNs, General MIDI has a range of +/- 2 semitones by default. Support
for different ranges is dependent on synth hardware - Yamaha XG will handle
+/- 24 semitones.

I don't know what MIDI chip you mean, the handling of MIDI messages is going
to be different depending on your soundcard/module/synth. Are you writing a
software synth? A sequencer type program of some sort?
