Could anyone suggest how I may create a macro in Adobe Audition, or C, to do the following
algorthm


You're simulating an op amp comparator circuit with TWO inputs: 
1) Your audio (.WAV file)  and
2) An ultrasonic-frequency Sawtooth or Triangle waveform.

Since a comparator "compares" one waveform with another, this really
means, "SUBTRACT the instantaneous value of one input wave from the
other". 

Then, THRESHOLD them. Which means, once your code has subtracted a
sample of the audio from a sample of the 30 KHz triangle wave, then
compare them like this:

"If the audio is greater in amplitude than the triangle, let the
comparator output be "1" or HI in a digital sense.
ELSE, let the output be "0" or LOW.
