Does sample editing up to fractional position really matters?
I don't know. According to Shannon's sampling theorem it should be
irrelevant for a normal listener because the energy of a fraction of sample
is negligible in continuous domain (after d/a and proper filtering of the
sampling images).

Cooledit/Audition allows selecting ranges of the waveform with integer
sample resolution and the marker positions are restricted to land halfway
between samples. Thus cutting is allowed only between existing physical
samples.
