The clue is in the name "All" pass.
Of itself the allpass filter doesn't create a 
change in the frequency spectrum.

You might want to consider why an analog phaser
has up to 12 stages of allpass filtering.

Indeed, the amount of delay introduced by a single
allpass filter isn't enough to produce a 
"delay based effect"....but stack then up in series
and the delay becomes significant.
