Carlin remain as funny as ever.
But if we should go into hitech metrology, NIST's F1 is the current
leader of the pack. It's being replaced by F2. So that we'd lose an
estimated one second per 133 million years. At the same time they're
building systems based on mode-locked lasers upon single photonic
crystals, with accuracy 4x that.
Quite naturally even NTPv5 falls short of that. Which is why I referred
to GPS time+NTP, as your time reference. In a production environment a
GPS-synched master clock plus IEEE's version 2 of "Standard for a
Precision Clock Synchronization Protocol for Networked Measurement and
Control Systems" (IEEE 1588-2008) might finally get you into the realm
of realm of substantially sub-frame clock synchro over at least an
extended LAN. ;)
